Animals are complex sentient beings which possess different welfare requirements based on their species, breed, and role in society. These considerations make welfare a complex and multi-faceted subject with scientific, ethical, economic, cultural, social, and political dimensions.
Protecting the health and welfare of animals is a responsibility for both the Government and anyone owning, caring, or providing services for animals. The aim of this public consultation is to gather information and opinions from the public and relevant stakeholders when it comes to animal welfare in Malta.
